The Burmese Prince has made the following declaration to the General Commanding in Cochinchina.
A Chinaman representing himself to be the Secretary of the late German Consul in Hongkong had been to visit him. He said he was still in the employ of the Germans and that if the Prince wished to regain his throne then he must leave Saigon and be in Burma about the 15th. May when the whole of Burma and Bengal would rise in revolt.
The General has had the man arrested as a spy. Please telegraph to me if you wish me to take any steps.
